Overview
Orginally named the Crime/Drugs Neighborhood action team, the C/D NAT was started in 2004 along with several other Neighborhood Action Teams. This NAT was changed recently to the more appropriate and positive Neighborhood Safety NAT(N/S NAT).The perspective and mission we have attempted to follow since our creation twelve years ago is: How can Maxwell Park Safety NAT and the council promote a safer, more welcoming neighborhood for all.
We feel strongly that the key to achieving this goal is to establish a real partnership between the Maxwell Park Neighborhood council (MPNC) and the Oakland Police Department (OPD) through the activities of the Neighborhood Safety NAT. It is clear that this partnership must operate on a peer level and with mutual respect on both sides in order to begin to have true community Policing in Oakland and in Beat 28X.
Current Actions
The neighborhood Safety NAT responds to individual neighbor's safety concerns, concerns about inappropriate police interactions and other persistent neighborhood safety problems. Of course, anyone experiencing a crime should always call 911 immediately to report on the crime. This Safety NAT also is in contact regularly with our Community Resource Officer regarding crime in our neighborhood and on occasion we have discussions with our Area 4 OPD Commander, Captain Joshi, regarding safety issues in Maxwell Park.Identification of Priority Neighborhood Problem areas or Projects
The N/S NAT is actively participating in the refinement of the MPNC Priority Selection Procedure. This Procedure will determine the Priorities or problem areas that will be given to our assigned Community Resource Officer (CRO) and Civilian Liaison Neighborhood Services Coordinator (NSC) to resolve through the SARA process as a project (see next section)

Resolving Neighborhood Problems-The SARA Process
The SARA Process consists of four steps: Scan, Analyze, Respond and Assess. At a recent meeting, it was reaffirmed that our CRO and NSC will report back in real time to the MPNC at the completion of each step for each of our Priorities. All SARA Project data will be entered into the OPD SARA database by our CRO. At the urging of the N/S NAT and others, OPD is exploring various methods by which redacted SARA database information can be released to the public, recognizing that this database is a repository of best practices.

Communication among the 35 Citywide Neighborhood Councils
The N/S NAT has joined forces with other Neighborhood Crime Prevention councils (NCPC's) to create an infrastructure for the exchange of information that will allow communication, cooperation and collaboration within and among NCPC's, a vital function to advance Community Policing.

Private Security Patrol and Video surveillance Camera programs
We have actively supported the establishment of a Private Patrol in Maxwell Park, which is now in place to deter criminals from coming into our neighborhood. You can read more about how to join by clicking on the the link at the right.
We have actively supported the installation of security cameras on private homes, many of which point out to the street. As of early 2017 there are about 300 such inexpensive cameras in place in Maxwell Park. Past Actions

We have initiated or supported various small claims actions to address neighborhood issues such as problematic neighbors and in one case a grocery store, which was eventually closed. These actions proved to be successful options in addition to OPD and City Departments actions.
We have held a number of meetings with specific neighbors impacted by serious issues such as home invasion, armed robberies, burglaries and illegal activities at MacArthur and Pierson regarding repair and sell of automobiles.
We have called into question OPD's actions that we felt were insufficient, improper anad unclear, such as a hit-run incident in 2015 near Madera and Pierson.

Actions that benefit the entire neighborhood
We have established a relationship with Mills College that has included coordinating with their Public Safety officer regarding installation of a video camera at their entrance pointing towards the Pierson entrance to Maxwell Park.

Judicial support
We have monitored various cases in the courts, including the case of our brave neighbor, Judy Salamon, who was shot and killed in 2013 while taking video of the two men who had committed a crime. The two men, were convicted of her murder in 2014.
We have had many guest speakers over the years but one of the most important was a Judge who was interested in our input as and organized group in his deliberations of sentencing a young man from our neighborhood. We formally submitted a statement through the District Attorney's Office in this case and at least one other case. Close section X
